feat: add quota overage property capture events
Problem
We want to track when events are in an overage period so we can differentiate them. This can help with usage reporting, billing, etc.
Changes
Add a new property to events $is_quota_overage if the event is in the quota_limiting_suspended_until period.
Needs to be added to django and rust capture.
Does this work well for both Cloud and self-hosted?
It doesn't have an impact.
How did you test this code?
Will add tests for both captures.
