Funnels actors queries don't seem to be loading actors correctly with breakdowns

Specifically this funnel based off of this experiment won't load actors even though it shows that people have reached the later stage.

Repro Steps: Open a funnel locally with generated data.

Actually this might be a different issue where numbers are skewed for breakdowns. Keeping it open for now.
