feat(insights): Add concurrent refresh of insights on dashboard

Problem

We just refresh insights one by one on the dashboard.

Changes

Add concurrent loading of 2 insights at a time.

DISCLAIMER: This was part of #22181 which needed to be rolled back. So not sure if it has any unintended side effects, but it's basically just handling the promises differently.

Does this work well for both Cloud and self-hosted?
