feat(dashboards): Smarter tile sizing with smaller minimums

Problem

Olly raised a great point that the minimum sizes of our dashboard tiles can be way too big. I fully agree.

Changes

This revamp of our tiling code makes sizing strictly based on tile and insight type. The minimums are reduced in most cases, most evidently for text tiles (the exceptions are Retention and User Paths, which were previously often clipped at their default and minimum sizes).
