Add explain_event_types param

Changes

Automatically opens event type explanation modal when the explain_event_types param is set to true in the URL (https://posthog.com/pricing?explain_event_types=true)
Fixes position bug on modal (wasn't always at the bottom of the screen on bigger viewports)
