Community questions: option to link to an issue/PR

Sometimes when a user posts a question, it turns out there's an actual bug. Example:

https://posthog.com/questions/geo-ip-not-showing-location-data

In this question, Marcus verified and filed an issue. But unless you read through all the comments, you might miss it.

Ideas

• Option for moderators to link an issue/PR to the question
• Sync status with GitHub issue/PR, so when the issue/PR is marked as closed/completed, we automatically mark the question as resolved
