Popup Wizard

When an admin goes to create a new popup, instead of dropping them into the popup editor with dozens (or hundreds) of options, we can do a wizard step-based process.

The wizard "builds" the popup over a series of steps.

1. Step 1: What type of popup (opt-in, lead gen, upsell, etc...)
2. Step 2: When to open (After x seconds, click open, add to cart, exit intent, etc...)
3. Step 3: How to display (center popup, slide-in, top bar, etc...)
4. etc...

The benefit of this option is that it can walk them through creating their popup exactly the way they need it.

Of course, we'd have a "Skip Wizard" or similar option which will take people straight to the popup editor.

If we also add in #686, we could then have the template screen have a "Create from scratch" or "Start fresh" option which would start this wizard.
