paper-slider inaccurate custom properties

As a user of paper-slider, I expect

1. --paper-slider-bar-color to style the actual slider bar, not sliders background
2. --paper-slider-background-color to style the slider's background

I think that makes sense. Unfortunately, it would be hard to just change them as this would be a breaking API change.
