paper-dropdown-menu-light takes focus when scrolling the menu

This applies to paper-dropdown-menu-light but not paper-dropdown-menu.

  1. Tap the input to open the dropdown menu.
  2. Tap or grab the srcollbar on the dropdown menu.

The input ripples and shows the blue underline. I don't think it should do anything.
