<neon-animated-pages> make app-header effect didn't work.

Description

<neon-animated-pages> make page header (like in app-header contact demo) unscrollable. The page still scrolled,but the header effect doesn't work at all.

Expected outcome

Page run normally like when I use . This is the expected outcome when using screenshot from 2016-12-03 02-25-32

Actual outcome

The page header effect didn't work at all.
