[Accessibility - home page] Contrast issues

Contrast: there are many contrast issues on the site. Please run the a11y developer tools audit and make fixes on contrast (especially for the footer text, the white on teal writing, and the "get polymer" and "view on github" buttons and others styled like that).

I think many of these are addressed in #1168. Sadly, the white-on-teal is the I/O logotype colors. Keeping this one open until I've done an pass with the a11y devtools.
