Generate the world 100 times, 100 times it is the sea, and there is very little land

I tried to use terra to generate the world 100 times in my server, and the 100 times were almost all seas, with very little land. mv create world_survival_b NORMAL -g Terra:OVERWORLD Almost all birth points (0, 0) are a very high mountain and a vast ocean. Is this my problem or the game's problem? Is there only the sea in this game? ...Then I think Mojang should rename it "Seacraft" or "Minesea".
