containers just restart which are under opencex:latest

Hello! we are trying to fix OpenCEX on a brand new VM with minimum requirements as we don't have room for recommended yet. I have followed the guide and filled in everything I need to make it work but I can't get it to work and my containers just restart which are under opencex:latest. what can i do to make this work?
