California's income limit for senior's on Medicaid is above the federal limit

Federal law says the income limit "may not exceed a percentage (not more than 100 percent) of the official poverty line " https://www.law.cornell.edu/uscode/text/42/1396a#m_2_A, yet CA uses 138% (https://dpss.lacounty.gov/en/health/senior-disabled/fpl.html?utml)

They have a waiver: https://www.dhcs.ca.gov/formsandpubs/laws/Documents/SPA-23-0012-Approval.pdf

This should be considered when assigning federal and state share of Medicaid spending
