Add actual DC TANF payment standard amounts for families with over 10 members in years pre and post 2023

The legal code describes amounts for up 19 household members but previous and subsequent handbooks only display amounts for up to 10 members. We only have the values for size 11-19 for the year 2023.

In the current code as well as in this PR, we will cap the unit size at 10 in 2022 and uprate the 2023 value with inflation but we should find and include actual values for the additional members, if applicable pre-2023.
