Fix 2024 SNAP parameters based on SNAP Screener

Some of the parameter values in PE are different from SNAP Screener.

I have changed the title to "fix". Some values in SNAP Screener are different from ours, I will find references one by one to see which one is correct.

Does SNAP Screener have historical (2023) values? The most important to fix are current ones (FY2024), or the FY2025 values going into effect on Oct 1.

Ok, the SNAP Screener's values are for FY2024. But still, some values don't match. For example, DC's water expense in 2024 is 84, we have it as 83 in 2023. image
