Remove refundability layer in Maryland credits folder structure

Maryland's EITC is refundable for childless filers and households with children. The childless part is currently under the nonrefundable tab in PE.

I think the code is correct, we just used to organize credits by refundability status and no longer do. We should bring md credits in line with other structures.
