Currently we don't project fiscal impacts, and just use the SP age for population breakdowns. But this is a trivial fix.

Not all benefit expenditure goes to UK private households - we should perhaps identify this expenditure and exclude it from targeting, or synthesise these households somehow.

Update `PSL_catalog.json`
