VTEC Needs a nerf.

Brief description of the issue

VTEC is fast. RIDICULOUSLY fast. Like, difficult to play fast.

What you expected to happen

Nice speedboost.

What actually happened

I am so fast that I literally cannot produce a gif accurately showing the speed I am moving.

Steps to reproduce

Apply VTEC. Suffer.

Additional info:

• Server Revision: Found using the "Show Server Revision" verb under the OOC tab.
• Anything else you may wish to add (Location if it's a mapping issue, etc)
