weather not visible in vent hole

Brief description of the issue

the ventilation hole by the burn chamber and trash incinerator, while exposed to the sky, doesn't have weather effects

What you expected to happen

for rain/snow to be visible on it

What actually happened

Note the rain visible in the ladder shaft, and rain messages visible

Additional info:

• Server Revision: Found using the "Show Server Revision" verb under the OOC tab.
• Anything else you may wish to add (Location if it's a mapping issue, etc)
