Being buckled generally considers you to be holding on for dear life, see: not falling over when a shuttle moves if you're buckled in, or otherwise that you're physically restrained by the chair. Not really a good way to fix this without fundamentally changing how being buckled works

The TTS seems to be the only item I've seen that can't be used when buckled, others work just fine so it's a bit inconsistent with that explanation
