Open and send gifts to friends

Pretty straight forward here: send gifts to your highest non-best buddy, non-1 gift away from next level, and don’t already have a gift. Also, open the gifts from ones that are nearest best buddy that have sent you gifts that are not on the verge of going to the next level.

Unless you add a clause that says that if there are best buddy-able friends or level 3 friends, or X number of level 2 friends, you can set a lucky egg and then open those.
