Make it Rain

Steps to Reproduce:

In the v2 of the API make it rain does not have the lowering special attack by one stage. Currently it says "stat_changes": [],

@jacobdmanning97-pixel - why do you not have the power to do this? Just need to fork and clone the repo and add the changes to the CSV files.

If you have a list of moves that are missing this data and what the data should be, I can find time to work on it.
