Make compatibility fixes after possible breaking changes in Read the Docs configuration

This blog post describes some changes with Read the Docs related to the new Addons capabilities, and recommends making these changes. We've already enabled most RTD Addons, so this might not be necessary.

I'm labeling this as "on hold" because we might not actually need this functionality. If our Read the Docs functionality suddenly starts failing around October 7 or 8, we should revisit this.
