Req: Add Stub feature to New-Lab

New-Lab assumes -ConfigPath to contains a .xml as part of the path to create a standard lab xml-file along with the file structure.

In case I want the file structure but already have a .xml file, I don't need a new. Please add a feature that accepts a plain folder path as input to -ConfigPath or a -Stub switch in an alternate parameter set to create the lab structure without trying to create a default .xml file.
