Allow rules evaluation for Gitlab

I saw that the generic OIDC feature allows evaluating rules to determine if a user is an admin or not. It would be great if the Gitlab connector also supported this feature.

I'd be happy to accept a PR for this.

The gitlab provider uses the OIDC provider under-the-hood so it should be as easy as accepting and passing the config forward.
