Investigate out-of-order frames in video recording

Some observations of this nasty bug so far:
- This bug only seem to trigger with manual control enabled while recording in 3264x2448 resolution.
- It appears that after recording for a while, the thermal throttling mechanism kicks in and puts the camera into an unstable state. The typical symptom is dropped or jumping frames which eventually leads to the camera stack resetting itself, which puts the control mode into full auto and ignores any manual settings applied before.
- The throttling happens with AE as well, but it seems the camera manages to keep itself running without problems.
- It seems the hardware is able to keep up with 1080p recording without throttling, so there is no problem with 1080p recording and manual control.
I should probably put up a warning somewhere about this.
I've recently recorded a few videos and noticed this problem in most, but I think that it happens more when phone is plugged to charger (I've took 1 week cleaning about 40minutes of footage with duplicated out of order frames in Avidemux) I've first noticed this recording with an external battery recording a school X-Mas party with my kid - the closer I could get to 4k...
