[Bug] Damage bonuses only apply when an attack roll is present

I have a bonus to cantrip damage that should apply to both spells with attack rolls and those with saving throws. At the moment, it is impossible to have the bonus show up for the saving throw spells, so I have to manually edit the damage formulae for these spells.
