[Feat] Add a property to set default action

Add a property to the actions config to select a default action if multiple actions are present.

Original Issue

Either having the ability to sort actions (so that the most common choice is on top) or a setting to make the default would be nice, so that players can click through their most common choices.

In my screenshot, this player is usually going to use the last option, but has to select it each time By nchezrony
