[Epic] Convert from Javascript to Typescript

Potentially start converting some of our javascript code to typescript. Portions of the system could benefit a lot from knowing what the type of a variable is.

Currently, this is blocked by foundry types not being updated for v10 and no sign of them being close to an update for v10 types.
