Can't place blocks when standing in noncollidable blocks

Steps to Reproduce and Observed Behavior

The block selection always selects the block your head is inside. In this image my head is within a void block and the red circled block is an air block and I'm attempting to place a void block in it.

Another maybe clearer image, I'm standing inside void blocks. Expected behavior is the grass block I'm looking at should be highlighted, not the block my head is inside of

Maybe we could have it wait until it finds a different block type, so if you are in air it selects it but if you are in the block it doesn't.
