Rework mountain biomes to better work with LOD

Current: Screenshot at 2023-11-22 23-03-24 Proposed: Screenshot at 2023-11-22 23-02-44 As you can see the lod is much less noticable due to having a more uniform texturing. However a lot of detail is also lost. Maybe some better ground patches or tiny sub-biomes could help bring the detail back?

Ground_structure should paint blocks in a more intelligent way, rather than just every topmost block. image

I think after #1699 the LOD transitions actually got worse, maybe some issue with the algorithm in LOD? Image
