Rework mountain biomes to better work with LOD

As you can see the lod is much less noticable due to having a more uniform texturing.
However a lot of detail is also lost. Maybe some better ground patches or tiny sub-biomes could help bring the detail back?
I don't think this is just a problem for LODs. Mountains are always very visually noisy.
Ground_structure should paint blocks in a more intelligent way, rather than just every topmost block.
This could be fixed by #558
I think after #1699 the LOD transitions actually got worse, maybe some issue with the algorithm in LOD?
@codemob-dev could you try and fix your algorithm in LOD chunks?
