The amount of damage a tool takes when it swings should be smaller when the amount of health left is smaller.
For example, if a block takes 1.1 swings to break, the last 0.1 should do only 10% of the regular damage to the tool. It takes much less effort to break a block 90% broken already, and it should cause much less strain on the tool.
