default palette missing 14 colors

Description the default color palette is supposed to have 48 colors, but it only has 34. it is missing the darkest set of colors. using the pallet menu to increase the number of colors in the palette to 48 just yields a bunch of blank white color slots. resetting it to default in the menu doesn't do anything and simply puts it back to 34 colors.
