Layers panel with scrollbar visible overlaps checkboxes and constantly scrolls to bottom

Description When there are enough layers to cause the scrollbar to appear the scrollbar will semi cover the checkboxs making them hard to click without accidentally scrolling.

It will also scroll to the bottom whenever you do certain actions such as paint on the canvas or rename a layer.

To Reproduce Add enough layers to make the scrollbar appear.

Confirmed. I suspect the scrolling issue might be caused by how the panel rebuilds the layers list widget whenever there is a change
