Interpolation during selected part scaling

Description It would be nice if you could choose pixel interpolation when changing the size of the selected area. For example, bilinear, the method of neighboring pixels.

But in general, to be honest, working with rotation and scaling is intuitively very inconvenient, you cannot scale an area into a specific zone, but only approximately.

This is somewhat related to #1232 which is for configuring the interpolation mode in the Resize Image dialog, so exposing similar options in the Move Selected Pixels tool would be reasonable. Currently I think it would be doing bilinear sampling

For the other note about scaling, #585 is the planned improvement
