Levels dialog should use Pinta's color picker dialog

In the Levels dialog you can click on the color panels, which launches a Gtk.ColorChooserDialog. This should instead be using Pinta's color picker dialog, similar to #1611

Note there are also some extension methods for Gtk.ColorChooserDialog which could be removed at the same time.
