Emphasize selected area

Description It is hard to spot what areas are affected when using e.g. the magic wand select. For me it would be easier to spot the affected areas if the border of the selection (the dashes) was animated and a light blue (or whatever color) layer would cover the affected areas.

This actually got fixed very recently on the master branch with 5892b52cc5e3238d663173014ff2f69610ac2bdb - for the magic wand tool specifically, the selection was only being drawn as an outline and wasn't filled with the usual light blue colour

The selection outlines aren't animated currently though
