feat: add tidb-dashboard build pipeline

Why

A new product called tidb-dashboard is introduced, this PR add CD pipeline for that

How it works

It add new pipeline to build tidb-dashboard.

• It use docker to build binary in order to cache npm
• It use versioned directory structure

Do not merge, It is now for jenkins test
