Something strange going on with `meta:host` when ruleset installed/flushed

It seems that meta:host evaluates to null when used in a ruleset configure using or in the global block.

My belief is that it worked in the v0 pico-engine in both cases.

Haven't determined whether this fails on installation, or only on flush. But it does fail when flushing.
