Let's incorporate an `io.picolabs.pds` ruleset into each and every pico created

There is a candidate for this in this repo folder.

Decide if this is sufficient and bring it into this repo if so.

Then, modify Wrangler to install this ruleset in every pico it creates (much as is done currently for subscription).

Finally, notify every app that might benefit from it (especially those having one of the same name!) so that they can adapt.

This is another way of stating issue #573 which would certainly be a part of resolving this issue.
