Target Measurement Updates

In simulation examples (aimandrange and poseest): target width does not include tape width (needs 4 more inches). Update logic to include both.

In all examples, target height above ground is referenced to the middle of the target, while (I believe) photonVision actually returns the centroid of the pixels. Update to assume centroid of target.
