photon-targeting: Relicense as MIT

photon-targeting is a dependency of photon-lib, which is also MIT rather than GPL.

What's stalling this right now? Are we waiting on people to release their code as MIT?

I think MGPL might be better suited. I want to ensure nobody can take the code from photon-targeting closed-source, and idt MIT accomplishes that.

I don't see an MGPL listed on https://spdx.org/licenses/. What license are you referring to? The MGPL I found on Google¹ seems to be a very non-serious license.
