Multiple coprocessors can stop on global topics

Thought this was already an issue, but maybe not.

IS: Multiple coprocessors will stop on topics like /photonvision/version string and friends. This also probably happens for cameraserver stuff too? S/B: Move coprocessor metadata into its own subtable like timesync was (but then we need a way to map PhotonCamera<->Coprocessor), or duplicate this information.

Is this covered by #1791? If not, we can move them into the table we created in that PR.
