Common issue with slow PCs/internet, try increasing the `send-delay` option. Also make sure no teleport or inventory open happens when the pack is sent.

You should be able to just set the pack as a secondary one in WorldResourcepacks and it shouldn't send the pack twice anymore nor reset on world change.
