PSA: libjli is in a wrong location

When I tried to launch POL5 the terminal window blinked and nothing happend like in #2059 however when I launched it via terminal command I got an error that the file libjli.so wasn't in /usr/share/phoenicis/runtime/lib/jli. So I went there and found the requested file, just not in jli subdirectory. Once I made that folder and copied the file the main window displayed normally.

I don't know since I cannot install POL5 despite packaging with Java 11.
