Request files sometimes install the request file itself instead of the requested file

The X Antibody Shop mod will sometimes copy the npc019_bs01.anim.request instead of identifying the anim file the build script tells it to find and packing that. I cannot reproduce this bug, but it affects many systems, and must be fixed.
