When resizing a flipped NinePatch the drag controls are also inverted

Description

When adjusting the size of a NinePatch that has a flipped texture, the controls for resizing are also flipped. In this case the image is flipped vertically which means that dragging down to make it larger actually makes it smaller.

This is also the same bug when adjust the scale properties of Images that are flipped.
