Download speeds seem capped

Both the server and my pc have 2.5Gb NIC's and they are connected with a cat 8 ethernet cable. I do no see any bottlenecks on a hardware level on both my server and my pc.

If i try to manually copy the game to the same location on my pc from the server I get full speeds. image

Therefore for some reason GameVault is capping the transfer speeds... Any Ideas why?
