keystroke errors for `~'"\|/?

The following keystrokes `~'"|/? do not produce correct results. I see there's a pull request for this that reads "fixed" but it is not (under Windows 10 Pro build 19045). If it's relevant, this is occurring when using the US English keyboard layout. Please see gif. Key-n-Stroke - incorrect key display
